1. How can I obtain a quick overview of the County's revenues, expenses, and financial status?

One of the best ways to get an overview of the County's finances is to review the annual budget document. This document includes a budget message from the County Administrator, which provides an executive overview and a discussion of specific budget issues for that particular year. It also includes detailed information on the sources of County revenue and how funds are spent.

Another document that's very helpful is the Comprehensive Annual Financial Report (CAFR), which reflects the actual financial activity of the County by fiscal year in all funds and in an entity-wide perspective as well. The CAFR includes a transmittal letter and management's discussion and analysis of the financial position of the County, including fund balances. This document includes a profile of the County, a discussion on economic conditions, updates on major initiatives, and the annual auditor's report. 2. I am interested in the County's Capital Improvements Plan. Where can I find information on the projects?

The County adopts a five-year Capital Improvements Plan, which includes five additional years of projections, on an annual basis. This plan explains the various projects, their justifications, and the estimated fiscal year for funding. Only the first year of the Capital Improvements Plan is funded as part of that fiscal year's budget.

3. Where can I find information on the County's outstanding debt and annual debt service payments?

Annual debt service is funded through the annual operating budget and can be found in the budget document under the "Debt Service Fund" tab. Total outstanding debt and increases and/or decreases for the year can be found in the Comprehensive Annual Financial Report within the footnotes to the financial statements under "Long-Term Liabilities."

4. How can my business be considered as a provider of goods and services to the County?

5. I would like to submit a funding request to the Board of Supervisors on behalf of an outside organization. What is the process to do so?

The Board of Supervisors considers funding requests submitted on the External Entity Funding Request Form, which is linked below. Requests are considered as part of the annual budget process and must be received by December 20th of the preceding year. For example: if the fiscal year starts July 1, 2019, the request should be submitted by December 20, 2018.

6. How are vendor payments made?

Generally, the County produces checks weekly for accounts payable. Dates and processing times may vary slightly due to holidays and weekends.

7. Are County purchases exempt from sales tax?

8. Does the County have Financial Policies?

Yes, the Board of Supervisors has a Financial Policies document that is a statement of the guidelines and goals that will influence and direct the financial management practice of the County. The Board recognizes that a financial policy that is adopted, adhered to, and regularly reviewed is the cornerstone of sound financial management.

10. Where can I find a listing of County positions?

Appendix III of the annual budget document shows full-time and part-time positions by department for the current and most recent budget year. For comparative purposes, part-time positions are also full-time equivalents (FTEs).
